Unborn/Newborn Baby Protocol Update

The Unborn/Newborn Baby Safeguarding Protocol was updated and launched on 16 March 2021, and is accessible to practitioners through the Hampshire, Isle of Wight, Portsmouth, and Southampton (HIPS) safeguarding children online Procedures Manual. The launch event was a great success with over 400 professionals attending across the Partnership areas.

The Unborn/Newborn Baby strategic group coordinated and implemented recommendations from a HIPS audit, which highlighted a safeguarding risk in the multi-agency understanding and application of the protocol across the partnerships.

The strategic group has overseen four multi-agency work streams, focusing on four key areas:

  • Developing effective information sharing agreements & plans) between key partner agencies.
  • Developing a HIPS Unborn/Newborn risk assessment.
  • Developing pathways to ensure that safeguarding ‘birth plans’ are clear, concise and robust.
  • Developing a robust concealed pregnancy pathway surrounding concealed pregnancy with strict guidelines in place as to how the multi-agency professional network should respond to this issue.

Feedback on the updated protocol at the launch was very positive.
