Recruitment of Independent Chair positions

The Safeguarding Children Partnerships in Hampshire, Isle of Wight, Portsmouth and Southampton are pleased to announce two opportunities for the following Independent Chair positions:

Independent Chair of Child Death Overview Panel (Hampshire and Isle of Wight) 

With experience of working effectively at a strategic level with managers across various agencies, you will ensure that the Child Death Overview Panel (CDOP) effectively fulfils its statutory functions as set out in Working Together 2018 and the supporting Child Death Review statutory and operational guidance (2018).

Working in close partnership with the Child Death Review Partners, you will chair Child Death Overview Panel (CDOP) Meetings and encourage all panel members to participate fully in discussions and case reviews. You will ensure all child death cases are reviewed in a timely way with a focus on identifying learning to inform single and multi-agency preventative working and initiatives.

This post will be independent of all Child Death Review partner agencies. To ensure compliance with statutory guidance the CDOP should be chaired by someone independent of the key providers (NHS, social services, and police) in the area. You will be required to travel across Hampshire and the Isle of Wight.

Independent Chair for Safeguarding Children Partnerships Executive (HIPS) 

The Hampshire, Isle of Wight, Portsmouth and Southampton (HIPS) Safeguarding Children Partnerships Executive Group is a strategic group established to work alongside the four local Safeguarding Children Partnerships in the HIPS Local Authority areas.  The HIPS Executive is made up of the Safeguarding Partners in each of the four areas, namely:

  • The Local Authority, represented by the Director of Children’s Services
  • The Clinical Commissioning Group, represented by the Director of Nursing
  • Hampshire Constabulary, represented by the Superintendent with responsibility for Safeguarding

As Independent Chair of the HIPS Executive, the purpose of your role is to champion the safeguarding of children and young people in Hampshire, the Isle of Wight, Portsmouth and in Southampton. In doing so, you will ensure that the Executive and its sub groups operate effectively in improving safeguarding and wellbeing outcomes.

A proven leader, with the ability to develop positive strategic relationships and drive business forward, you will have significant knowledge and experience of working in a safeguarding environment as part of a senior strategic management team. You will also be a strong communicator with experience of chairing complex partnership meetings and clear understanding of the role of Safeguarding Partnerships, key agencies and senior leaders in keeping children safe.

You will be required to travel and attend the HIPS Executive and other related meetings in a variety of locations across Hampshire and the Isle of Wight. Some travel to regional and occasional national events may be required but notice will be given. This post will be independent of all safeguarding partner agencies. To ensure compliance with this the postholder should not have worked within any of the safeguarding partner organisations in the last 5 years.
